The Philippine government has finally closed all paths to offshore gambling operators, the so-called POGO (Philippine Offshore Gaming Operators). The new Anti-POGO Act 2025, signed by President Ferdinand Marcos Jr. on October 23, completely prohibits such activities. Now any online iGaming platforms working for foreign clients are considered illegal.
Previously, POGO had brought in billions of pesos in taxes to the country, but authorities claimed that the industry had become a source of crime, participating in kidnappings, fraud, and illegal migration.
According to the law, all licenses are cancelled, and the remaining companies must immediately shut down operations. Foreign employees will lose their work visas and will be deported. There will be heavy fines of up to 50 million pesos and prison sentences of up to 12 years for violating the ban. The government is creating a special monitoring body to ensure that no operator can continue working undercover.
The decision was the culmination of a long debate between economists and security officials. The former talked about budget losses; the latter, about the increase in crime and the international image of the country.
