On November 13, 2025 the Italian government put into force a new online gambling regulation system. New 52 licenses started operating from 7 a.m. local time; they were given by the ADM (Italian Customs and Monopolies Agency) regulator as a part of the new big reform. Now each license is tied to one domain, so only official brands will remain on the market.

Main reform peculiarity is the record-breaking license price. Each costs 7 million euro and will act for 9 years. Due to this fact, the government has already received 364 million euro only from the start. Such conditions have reduced the number of small operators and attracted only big players to the market.

The reform is aimed at making the market more transparent and understandable. In the past, there were about 300 domains and “skins,” which made it harder to control the industry. Now it’s easier for players to understand which platforms are really legal, and a regulator can track the rules compliance more effectively. 

Soon the Italian market will live according to new rules—stricter and more understandable ones. The control will be stronger, user protection will be improved, and old domains will disappear.
