On 6th July 2025, the Isle of Man Gambling Supervision Commission (GSC) fined Celton Manx Limited (operator of SBOTOP sportsbook) £3.9 million for major anti-money laundering (AML) and counter-terrorism financing (CTF) breaches.
According to the regulator, the company had “systemic” failures under the Gambling (AML & CFT) Code 2019.
The issues were:
- No risk assessments or monitoring of customer activity
- No enhanced checks for high risk players
- Weak ID verification with partners
- Poor record keeping and staff training
- Delays in reporting suspicious activity to the authorities
The original fine was £5.625 million but was reduced by 30% for Celton Manx’s early admission and cooperation with the investigation. The company surrendered its gambling licence in May 2025 and closed down after 17 years of operating under the Isle of Man licence.
The GSC said gambling operators must actively manage AML risk and that failures like this undermine trust in the industry.
