The Netherlands Gambling Authority (KSA) has issued a €4.2 million fine to Starscream Limited for continuing to operate unlicensed online casino brands in the Dutch market.

The penalty follows a formal warning sent by the regulator in April 2025, when Starscream Limited was instructed to immediately block access to its platforms—RantCasino, AllStarzCasino, and SugarCasino—for players located in the Netherlands. According to KSA, the operator failed to implement any effective geo-blocking or player exclusion measures.

In its latest enforcement update, published on Monday, the regulator stated that Starscream Limited generated an estimated €70.4 million in gross turnover from the three casino websites in 2024. Based on this figure, KSA calculated an administrative fine of €4.23 million for illegal market participation.

Despite the headline figure, the regulator has openly admitted that collecting the fine will be challenging. Starscream Limited is reportedly registered in the Caribbean and operates under a Kahnawà:ke gambling license, placing it outside direct Dutch jurisdiction. Since the launch of the regulated Dutch online gambling market in 2021, there have been no publicly confirmed cases of successful fine recovery from offshore operators.

For affiliates, the case once again highlights the enforcement gap between regulatory action and practical sanctions, as well as the ongoing risks of promoting unlicensed brands in tightly regulated European markets like the Netherlands.
