The Federal Bureau of Investigation has added Michael Lisaso Marasigan, a dual U.S.-Philippine national, to its list of most wanted fugitives following his disappearance after a federal conviction tied to an extensive illegal bingo operation.

In May 2025, a jury found Marasigan guilty on multiple counts, including operating an unlawful gambling business, money laundering, and conspiracy to commit wire fraud. Prosecutors detailed how he orchestrated a long-running scheme that generated millions in illicit revenue through underground bingo games.

After the verdict, Marasigan petitioned the court for permission to travel to the Philippines, citing medical treatment as the reason for his request. Although the court had previously allowed similar trips during the trial phase, the authorization was granted despite the guilty verdict.

Marasigan failed to return to the United States in June, violating the terms of his release. He initially claimed that he had missed his scheduled flight and intended to depart the following day, but soon afterward stopped communicating with supervising authorities and vanished.

Investigators link Marasigan to the Guam Shrine Club brand, which publicly portrayed its bingo activities as charitable fundraisers supporting children’s travel to Shriners Hospital in Hawaii. Law enforcement determined that these claims were false and served to disguise a for-profit illegal gambling enterprise.

Authorities estimate that the operation generated approximately $34 million in gross revenue over six years, with net profits of about $10.7 million after payouts and expenses.

The FBI is urging anyone with information about Marasigan’s whereabouts to contact their local field office or submit tips through official channels.
