India has passed a bill banning all real-money online games, including skill-based games like fantasy sports, poker, and rummy. The law targets platforms, payment processors and even advertising — and puts a $23 billion industry on the chopping block.

What’s banned

  • Total ban on any online game with real-money stakes
  • No distinction between skill-based and chance-based games
  • Heavy penalties: up to 3 years in jail or ₹10 million (~ $120,000)
  • Ad & payment restrictions: promotion and transactions are now illegal

The law, called Promotion and Regulation of Online Gaming Bill, 2025, has been passed by both houses of Parliament and is now awaiting President’s approval. Government officials say the ban is to fight addiction, scams and even terror financing.

Startups like Dream11, MPL and PokerBaazi have already disabled real-money features. Investors are backing off, ad campaigns are being paused and hundreds of gaming jobs are at risk.
