According to the recent European Casino Association report conducted by Yield Sec, a global intelligence platform, 71% of the online gambling market in the EU is controlled by illegal operators. 

To put it simply, most of the players and money are attracted to online gambling sites without a licence. According to experts’ estimates, in 2024, such illegal sites generated about 80.6 billion euros in revenue, while all legal online casinos combined generated only 33.6 billion euros.

This means there are serious losses for European countries’ budgets. With the usual tax rate of about 25% on online games, EU states lost about 20 billion euros in tax revenue per year. This money could have gone to healthcare, education, or infrastructure, but instead it was received by illegal operators.

In addition, legal casinos have strict rules and restrictions, while illegal casinos have practically none, which makes it difficult to compete. The ECA stresses that illegal networks pose a “serious economic and social threat”. 

According to them, such operators “steal income from citizens, legitimate businesses and government services”. Therefore, the association calls on the authorities to actively combat illegal sites and return players to the licensed sector, where games are fair and profits are controlled and taxed.
