On January 15, the California Gambling Control Commission (CGCC) issued a public warning about an illegal gambling operation under the name California Scratch Card, which is unlawfully using the regulator’s name and logo.

The fraudsters inform supposed “winners” that they must pay an “administrative processing fee” before their prize can be released, claiming the fee is collected by the CGCC—a well-known scam tactic. According to the commission, the scheme is most likely based in the Philippines, targets local players, and is actively promoted via Facebook.

In its statement, the CGCC emphasised that it has not issued any licences to California Scratch Card, has no affiliation with such lotteries, and never charges players administrative or processing fees.

Media outlet NEXT.io identified a Facebook page linked to the scammers. Despite listing a U.S. phone number, the page is operated in the Filipino language and cites a location in a major urban area near Manila.

The page also regularly hosts live streams in the local language, showcasing gameplay with counterfeit scratch cards to further legitimise the fraudulent operation.
